Gerade im zusammenwachsenden Europa kommt es aus Grunden der Konfliktvermeidung besonders darauf an, mogliche Umweltbeeintrachtigungen im Nachbarland bei behordlichen Entscheidungen zu berucksichtigen. Voraussetzung hierfur ist aber, dass sowohl Behorden, aber auch die Offentlichkeit im anderen Staat eine Moglichkeit erhalten, ihre Einwande, Vorbehalte oder Verbesserungsvorschlage ins Verfahren einzubringen. Das ist nicht immer einfach; zu komplizierten Verfahrensablaufen kommen Sprach- oder Verstandigungsprobleme und unterschiedliche Rechts- und Verfahrenskulturen hinzu. Dieser Tagungsband stellt die Ergebnisse eines Workshops zur grenzuberschreitenden Beteiligung der Offentlichkeit und von Behorden zwischen Deutschland und Polen vor.
